General (retired) Mike Minihan brings a life filled with leadership and motivation to our Board. He completed a distinguished, 34-year career in the U.S. Air Force in 2024. His final assignment was as the four-star Commander of Air Mobility Command, which employs the world’s largest and most diverse air operation consisting of more than 1,000 aircraft and 100,000 personnel. It conducts worldwide humanitarian, support, and combat missions to secure and advance U.S. vital interests. Under his leadership, the command supported several consequential operations including providing ongoing support to Ukraine following Russia’s invasion in February 2022 and to Israel following the Hamas attacks in October 2023.
General Minihan is a 1989 graduate of Auburn University and a 2007 graduate of the Army War College. He holds a Bachelor of Science degree in Economics and three masters’ degrees. He has commanded operations in garrison, crisis and combat, and at the squadron, wing, task force and major command levels. He was a command pilot with over 3,400 flight hours and qualifications in the C-130, KC-10, and C-32.
Mike is an enthusiast of family, football, dogs, surfing, flying, and fixing up old trucks. He also enjoys the painfully slow accomplishment of triathlons and long-distance open-water swims.

Jim Stewart is a retired physician who served in the US Army and US Air Force for 26 years having leadership roles in medical operations and planning. Following his military service, he had a successful career with Intermountain Health in Utah. He was the inaugural Medical Director of the Master of Physician Assistant Studies program at Utah Valley University, and a consultant to the Federal Aviation Administration. He has been a partner in an aviation-related small business in Spanish Fork, Utah.

Jim studied Business Management at Brigham Young University, where he first met Gail Halvorsen in 1977. He graduated from A.T. Still University where he received the Doctor of Osteopathic Medicine degree and the University of Texas Health Sciences Center Master of Public Health degree. He has been board certified in Family Medicine, Aerospace Medicine, and Disaster Medicine. Jim was selected as the US Army Company Grade Officer of the Year in 1989, received the General Douglas MacArthur Leadership Award, and was chosen as one of the 1995 Fifty Most Positive Physicians in America. He is an instrument rated commercial pilot and is a leadership instructor for Civil Air Patrol Cadets.

Jim, and his wife Marge have five children and fifteen grandchildren.

Paul Jensen is an entrepreneur operating his own business for the last forty-nine plus years. This experience has allowed him to teach his brand of leadership throughout the United States, Canada, East/West Europe, and Asia.
Paul studied at Brigham Young University, receiving a Bachelor degree in Banking and Finance. His real education came from the school of hard knocks. Paul and his wife Cheryl have eight children and fifteen grandchildren.
Currently, Paul is semi-retired, volunteering time with the Civil Air Patrol as the Emergency Services Training Officer for the Utah Wing, specializing in aircrew operations with focus on disaster relief, as well as search and rescue. Paul is an instrument-rated commercial pilot.

Dr. Regena Aye is an Assistant Professor of Instructional Design and Performance Technology (IDPT) in the Ed.D. program at Baker University. She also serves as the Department Chair, Coordinator of the Ed.D. IDPT Program, and Directed Field Experience Coordinator. Regena has over 25 years of course and program design experience. She formerly served as an academic dean for a community college, where she built an award-winning online program. Regena has held many leadership positions in Civil Air Patrol (CAP), the United States Air Force Auxiliary, where she serves as National Commander and CEO. She earned a Bachelor’s Degree in Political Science and Ed.D. in Educational Leadership from Baker University and a Master’s Degree in History from Emporia State University. Regena chooses to support the Foundation because she is inspired by Col Halvorsen’s legacy of a life well lived, his selfless service, the difference we can all make, and his attitude of gratitude.

Gen. Duncan J. McNabb was the former commander, United States Transportation Command, Scott Air Force Base, IL. USTRANSCOM is the single manager for global air, land and sea transportation for the Department of Defense (DOD). Gen McNabb had command over $56B in strategic transportation assets, 150,000 soldiers, sailors, airmen, marines and civilians, and a worldwide command and control network. He also served as DOD’s Distribution Process Owner, overseeing DOD’s end to end supply chain, transportation and distribution to our forces worldwide.

Gen. McNabb graduated from the U.S. Air Force Academy in 1974. A command pilot, he amassed more than 5,600 flying hours in transport and rotary wing aircraft and held command and staff positions at squadron, group, wing, USAF major command and Department of Defense levels.

In his most recent assignments, General McNabb served as the USAF Deputy Chief of Staff for Plans and Programs and had responsibility for all Air Force Programs and over $500B in funding over the five year defense plan (FYDP). He then served as Director for Logistics on the Joint Staff and was responsible for operational logistics and strategic mobility support to the Chairman of the Joint Chiefs of Staff and the Secretary of Defense. He then commanded the USAF Air Mobility Command and led 134,000 airmen in providing rapid global mobility, aerial refueling, special airlift and aeromedical evacuation for America’s armed forces. Before his final command at USTRANSCOM, Gen. McNabb served as the 33rd Vice Chief of Staff of the Air Force.

Gen McNabb is a co-founder and managing partner of Ares Mobility Solutions. Since retiring from the Military he has done strategic consulting and served on a number of public, private, and non-profit boards. He is currently a Board of Director and Chairman of the Aviation Safety and Training Committee for AAR Corporation. He recently stepped down from being the Chairman of the Board for Atlas Air Worldwide, Board of Director and Chairman of the Government Security Committee for Kearney Public Sector and Defense Services, LLC, and Chairman of the Board for the Airlift/Tanker Association. He also previously served as the Chairman of the Board of Trustees for the Arnold Air Society and Silver Wings Oganization.

General Paul Selva retired from the United States Air Force in July of 2019 after 39 years of service. He is an aviator whose operational assignments culminated with command of Air Mobility Command and subsequently United States Transportation Command. Immediately prior to his retirement General Selva served as the tenth Vice Chairman of the Joint Chiefs of Staff. He is an advisor to the Sierra Nevada Corporation, Sierra Space, serves as on the Board of Directors for the Center for Strategic and Budgetary Assessments, Maersk Lines Limited, and is the Chairman of the Board of Trustees for the Aerospace Corporation. He is a member of the RAND Corporation National Security Strategy Board. He also serves as an advisor to Zephyr-AI, a health-oriented software development company and is the Co-founder and Chief Strategy Officer of DEFCON-AI, a defense-oriented company developing AI-driven advanced simulation software for Department of Defense users. General Selva is an advisor to the Gail Halvorsen Foundation and serves on the Board of Directors for Victory Village, a charity established to build a residential facility to provide for the specific medical and long-term care needs of Wounded Warriors as they enter retirement.

General Selva is a member of the Air Force Association, the Airlift Tanker Association, and the National Association of Corporate Directors.

General Selva graduated from the United States Air Force Academy with a Bachelor of Science degree in Aeronautical Engineering and holds Master of Science degrees from Abilene Christian University in Management and Human Relations and Auburn University in Political Science. He is a graduate of the Air Command and Staff College and served on the first Secretary of Defense Strategic Studies Group.

In his spare time, General Selva can be found hiking and camping on backcountry trails, kayaking along the coast in Puget Sound, or in his shop building acoustic guitars.

Chris Stewart served Utah in the U.S. Congress for over a decade and became a senior member on both the exclusive House Permanent Select Committee on Intelligence and Appropriations Committees, serving on the Defense, State and Foreign Ops, and Interior subcommittees. He also served on both the Budget and Weaponization Committees as well as the Select China Task Force. He has appeared hundreds of times on national television, published editorials widely, and is considered a nationally recognized expert on matters regarding intelligence and national security.
Chris graduated from Utah State University, where he earned his degree in economics. Upon graduation, Chris joined the United States Air Force where he was the Distinguished Graduate (top of his class) in both Officer Training School and Undergraduate Pilot Training. He served for fourteen years as a pilot in the Air Force, flying both rescue helicopters and the B-1B bomber. He holds three world speed records, including the world’s record for the fastest non-stop flight around the world. He is a multiple New York Times best-selling and national award-winning author, and the former owner and CEO of a nationally recognized firm for consulting in energy and the environment.
He and his wife, Evie, are the parents of six children.

Maj Gen Timothy M. Zadalis, USAF, Ret., serves on the Board of The Candy Bomber Education Center with the goal of preserving the legacy of Col Gail S. Halvorsen–the famed Berlin Airlift Candy Bomber. He works to support Col Halvorsen’s guiding principles of gratitude, service, and excellence through “inspiring children to reach their dreams.”
General Zadalis retired from the Air Force in 2017 after nearly 34 years of distinguished service. He is a graduate of the University of Alaska with a Bachelor of Science in the Biological Sciences. He holds a Master’s degrees in Management and Airpower Arts and Sciences, and was a National Security Fellow at the JFK School, Harvard University. His diverse career includes a wide variety of high-level joint assignments including U.S. Transportation Command, Central Command in support of Operations Enduring and Iraqi Freedom, Southern Command in support of Haiti earthquake relief operations, he is a Northern Command Plank Holder, an Airborne Emergency Action Officer for Strategic Command, and served as ISAF Joint Command Director of Air Plans/Programs in Kabul, Afghanistan during the 2010-2011 operational surge. His Air Force career includes numerous executive staff and command positions culminating as the Vice Commander (now DCOM) of U.S. Air Forces Europe and Air Forces Africa directly supporting operations in U.S. European and Africa Command. General Zadalis has vast expertise in all aspects of air mobility operations, nuclear operations, world-wide airpower command and control, contingency and humanitarian relief operations, human resource, leadership development, and training and education. He is a Command Pilot with over 4,400 flight hours and qualified in 10 training and operational aircraft. He is a decorated combat veteran earning two Bronze Stars, an Air Medal, and the U.S. Army Combat Action Badge.
In retirement, General Zadalis divides his time between his consulting business and volunteering. He serves as an Adjunct Contract Professor (ACP) with United States Air Force and Space Force supporting Department of Defense post-secondary educational institutions as a highly experienced subject matter expert in civil/military operations and leadership development. In addition to the ACP program, his consulting portfolio includes support for Air Force Research Laboratory advanced research and concept development programs. He also represents MDS Coatings Technologies as an Air Force Program Advisor. As a volunteer, he serves the Senior Vice President for the Airlift/Tanker Association and is on the Board of Advisors for the University of Wisconsin MIA Identification and Recovery Project and has participated in a WWII recovery effort near Bastogne, Belgium. He serves as Dean of the National Veterans Leadership Foundation Fellowship Program supporting Veteran Advocates at numerous universities and colleges. He’s a Strategic Advisor for BaseConnect/CityConnect—a software startup with multiple SBIR Phase III DoD contracts and serves as a student research mentor for The Ohio State’s Hacking for Defense program. And finally, he is the Military Ambassador for Road America–“one of the world’s finest and most challenging road courses.”

Stacy Beck is long-term resident of Spanish Fork, Utah. She is currently serving her third term as a member of the Spanish Fork City Council, where she now sits on the Spanish Fork Airport Board, among other city assignments. While serving on the Spanish Fork Fiesta Days Executive Board, they selected Colonel Gail S. Halvorsen to receive the 2019 Pioneer Spirit Award recipient. She is an Account Executive at Utah Valley Magazine, helping connect businesses to readers throughout the central Utah region. She receives great joy from her family. Stacy has been married to her high school sweetheart for 35 years; together they have four children and 5 grandchildren. Stacy is an avid reader, traveler and loves the outdoors. A highlight this past year was taking 2 of their grandkids on their first helicopter ride at the 2023 Wings and Wheels event at Spanish Fork Airport.

Judge Kelly N. Schaeffer-Bullock received her Juris Doctor from the J. Reuben Clark Law School at Brigham Young University in 2008. She has spent the majority of her career in public service. Kelly began her career as a prosecutor, specializing in domestic violence. In January 2017, she was appointed to serve as the justice court judge for the cities of Highland and Alpine, and continues to serve in that capacity. In addition to her position as the judge of a court of criminal jurisdiction, Kelly expanded her legal knowledge and skills outside of the realm of criminal law into the civil in 2018, when she accepted a position as corporate counsel for FJ Management Inc. Outside of her legal career, Kelly is a member of the Daughters of the American Revolution, and first came into contact with Gail Halvorsen when she was serving as the Chapter Regent of the Wasatch Range Chapter. As Regent, she organized a birthday parade to celebrate Colonel Halvorsen’s 100th birthday. She has remained in contact with the Halvorsen family and the Halvorsen Foundation since that time, and is extremely honored to serve in an advisory capacity to the Board.

Rachael Spencer is the granddaughter of Gail Halvorsen, and Denise Halvorsen Williams is her mom. Rachael is the author of Love’s Answer, a historical fiction novel about Gail and Alta Halvorsen’s love story. She has recently begun writing the blog for thecandybomber.org and loves supporting the amazing team of dedicated people who work to keep the Candy Bomber’s legacy strong. Rachael lives in Alberta, Canada with her husband James. They are the parents of five boys.
